In Pakistan, When the heavy rains come in rainy season in hilly and semi hilly areas then flash floods in rivers and streams occur and the frequency and intensity of damages have been increasing year by year because the population growth nearby areas of the rivers is increasing (Hashmi, et al., 2012). Every year in Pakistan floods are continuously occurring due to heavy monsoon rains and melting glaciers which cause many human and animal deaths , destroy properties, infrastructure, make fertile land unsuitable for agricultural purpose and huge losses to the national economy. Pakistan has been very weak early warning system, the first flood forecasting and waring system was established after the devastating flood of 1976 to avoid the continuity and preventfurtherdamages of floods but according to Dorosh, 2010 study, the existing flood warning systems is very weak, its weakness were explored during and after the devastating floods of 1990 thus there is great need to take concrete steps to control the water resources and the devastating floods which have become the destiny of Pakistan.
Floods are known to cause loss of infrastructure, property, agriculture sector and is considered a speedy shocking and devastating event.
